The anime team doesn't even get insight into what Game Freak are doing. That's why Lillie was a rich girl in the anime, because they only had her basic design and the game wasn't out yet. They get freedom with the character designs and sometimes the personalities end up different to the game. They made anime Dawn nopan for whatever reason but it's only an anime phenomenon. I don't think it's been suggested anywhere except the original DP anime.
