Option A: Purchase 8 booster packs of each preceding set (if possible at $4) and collect remaining cards via singles

Option B: Scout set collection sales and purchase a lot of Common/Uncommon/Rare, and then pick off the rest via singles.

A booster box is not in my budget atm.
