It is awesome that everything can be leveled... But the environment around you doesn't keep up.
I would be fine with things like this if it meant that there were some Thor-tier enemies that made it an absolute must to have that extra power. There were legendary fights that were still difficult to solo with the super-Snivy, but for the rest of the the game, you were pretty much a god -- untouchable by anything the game threw at you.
