Necrozma consumes light because that's its food source. It absorbs Nebby to try to soothe the constant pain it's in.
Archie and Maxie's motives aren't a mystery, but they are insane. Lusamine has an insane obsession with Nihilego.
Ghetsis and Giovanni are obvious. Lysandre belongs in shit tier instead of meh tier because his particular brand of insanity involves killing people for pretty much no reason, which makes him just evil.
Colress is an interesting one, though. His whole motivation is power. He wants to bring out the full power of Pokemon and is working with Team Plasma because he thinks their science is the answer. He stops being evil, not because of morality, but because he realizes that friendship makes Pokemon stronger.
