The reward for completing the regional dex in BW2 was Juniper pulling strings so that you can get a private flight to a catching spree at a nature preserve full of rare pokemon. The only no poaching rule I can think of was a cop telling you that you can't catch a slowpoke on a specific Ulaula beach. Even then, that was played for laughs. He states things you can't do and quickly retracts them when he realizes you can. He technically can't stop you from doing anything short of catching the things. This was probably poking fun at the law where you can't bother/ touch sleeping monk seals and turtles on Hawaii beaches. There was Aether Paradise too, but that was presented as a rehab facility.
