They know what to market so that people are interested, and they're small enough to pick out and advertise every detail of the state, whereas other places are big and have many small things fighting with each other for attention.
Hawaii is also lucky to have great natural geography, history (especially with Japan, which is what gamefreak seems to aim for with regions), and well documented weird native and introduced animals that are well documented. It must've been a lot easier to research and come up with things for Alola than other regions for game freak.
