The only reason why Fairy type isn't completely ridiculous is that every fairy-type mon is shit stats-wise. Fucking Clefable went from RU to an Ubers-viable OU due to nothing other than a type change. It and Ghost are the best types in the game for sure, but Ghost can be fixed by letting Steel resist it again. That would also give Dark type a reason to exist.
I think Ice types should get 1.5x damage or 1.5x speed in hail. It fits with their typing and makes even the slow, bulky ice types actually dangerous.
