I think it does a nice job of looking monstrous in a more serious way than those two could ever dream of, but even if he was my fave for the longest time, i do think he does plenty of flaws, the most notable being the fact that he was one of the many victims of Gen 1's obsession with putting cat ears on everything. But overall i'd say he's still miles above some modern designs, and it's safe to say that if there's anything modern pokemon design should resurrect from gen 1's ideals is at least a couple more coarse and unorthodox designs that are not overbearing.
That doesn't mean there aren't lots of spectacular modern designs, though. Torterra replaced Venusaur as my favorite Grass type, seeing as he was a more ambitious execution of a similar concept with more mythology behind it that still feel imponent and mighty. And Greninja became one of my favorite pokemon overall, becoming the perfect amalgamation of the all i've come to expect from Pokemon designs, with Goofy, Cool and Unorthodox aspects to it coming together in a wonderful way, leading to a creative design with tons of personality.
Tl;Dr: Being a gen 1 design does add bias into the mix, but it genuinely isn't flat-out terrible as some other Pokemon. It has been outshined, though.
