Introduce Gen 2 introduce concepts like roaming pokemon, introduce eggs and baby tier pokemon but no concepts behind them. introduce held item and have no real purpose for it. Introduce the ability to travel to the previous region.
Eventually you realize that they never commit to their concepts, they just release gimmicks that people eat up. Do it for 20 years and here you are today.

When there's ~10m pokemon fans worldwide. Which you can remove the equation of "muh silent minority" when pokemon already sold close to that 10m mark within the quarter.
