In 3's case, you could just save-edit if you really wanted to use stuff before Colosseum/FRLG's release.
In 5's case, you could literally transfer from gen 4 at launch, and even CATCH things not on the regional dex IN THE FUCKING GAME.
In 8's case, everything not on the regional dex isn't even PROGRAMMED in. There is literally no way to use it.
