I think you fight him even less than any other Rival archetype, despite encountering him about as much. It's just that most of the encounters are him just bitching at you and acting tough, then running off before an actual fight happens. Even worse, one time he shows up but Lance has already pushed his shit in, so he explicitly just snipes at you a bit before running off without a fight because of that.
