it had GIRLS
it had COOL MONSTERS
but it lacked the major one, CUTE.
the fact that I saw a lot more cute focused digimon stuff later on meant they realized their mistake but they've lost a lot of market share and value. if they released a master-duel like card game client with awesome evolve animations, cool card art like the pokemon TCG and an anime I genuinely think it would hit back in popularity to nestle behind pokemon and next to yugioh.
