No, when Decidueye was revealed it had big shoes to fill, it's literally the second agile cool Grass starter that nearly everyone was waiting for. Sceptile's days were over after ORAS. And they just so happen to make a cool and unique Grass starter the next gen. It's better then the fire starter getting more shilling after the grass starters being treated like shit for the past few gens.
And as for the second part. I wish someone extremely big in the pokemon community could just make Rowlet v Decidueye popularity contest in the west. But to be honest in all the past polls Decidueye has been beating Rowlet in nearly all polls they both went through together. And to capitalize, it's in the west.
