Secondly, that, in most cases applies to one gender of a certain specie to attract the opposite gender(take a look at Unfezant to have an idea what I'm talking about).Thirdly, nowhere is it stated that all those random shit plastered on them are for mating purposes. Sure they might be some but I dare to bet that's only like 5% of the pokemon while the other 95% were desgined like that to be all flashy, crazy, colorful, edgy and other buzzwords to attract children.
