GF literally owns 33% of TPC.
This is also not new, ever since Masuda got the reins of the series he started cutting shit left and right, he only really gave a shit on DP probably because Nintendo forced them after gen 3 and still had major problems.
TPC is literally just the side company that handles the marketing and other shit because Nintendo can't be bothered and GF is too small.

Game freak as a whole, Masuda and Ohmori specially and Nintendo not being strict enough, those are the parties responsible for GF doing horrible pokemon games.
