Team Rocket's Meowth places all of this into a totally different perspective. By it existing ALL pokemon have the potential to be direct rivals to human intelligence. The show does not show this because it would mess the natural concept of pokemon. Realistically more Pokemon would act like Meowth and enjoy their independence and use that intelligence for stuff. And yes, it would require human aid and teaching, but it would be more widespread.
To this day I'm shocked TR has not tried offering tutoring lessons to pokemon in their world. They would make so much money off of teaching Pokemon how to speak, read, and write.
