No matter what happens, no matter what the pokephiles think, Pokemon will not be intelligent or sapient enough to do anything other than pick berries. Outside of a now-dead spin-off series (Mystery Dungeon), Pokemon don’t have the capacity to form their own community, economy, and culture.

Compare that to a Zoroark, which lives in the woods despite having the magic ability to mimic humans, and when that magic ability isn’t active, it behaves no different from a fox standing on two legs.
This also applies to Meowscarada and Incineroar. They’re literal fursonas with human jobs, but they still have the same social standing as real-life animals, and will eat a bowl of literal dog food on the floor. The anime you frequently source as “proof” for their sapience thinks so as well.
