Mega Charizard X was created as a blatant replacement for Zekrom that would appeal more to genwunners, and was only made into a Dragon-type to pander to them and not because it made any logical sense. Venusaur is the best Kanto starter and the only one worth noting, and it was very fair and justifiable for it to be the only one in OU in Gen V and for Charizard to be the only one in NU.
