Hex is met with Scald.
Hex and Rain Dance next, and Quagsire is down to 1 HP or so.
Crasher Wake uses a Super Potion, Kelly sets up a Nasty Plot, and a third Hex takes Quagsire out. Shell Bell has healed up almost all the Scald damage.

I know it has Bite, but surely with almost full health it shouldn't be that scary, right?
...It is, a single Bite with no crit puts Kelly all the way down to red health. Thankfully, Kelly doesn't flinch, and takes it out with Thunderbolt.
