Are we sure it isn't another book he worked on featured them prior to this and it became a "signature" of his work on the Scarlet/Violet book?
The dex entries for Koraidon/Miraidon actually say they come from an old book in the OPPOSITE version. So that muddles up the waters even more.

They aren't mentioned to come from Heath's book at all-- only Walking Wake / Iron Boulder.
