I disagree. His existence is a great take on fleshing out the electric type and the concept of Pokemon in general. The idea that human technology is directly effecting the natural world is really cool, and more directly addresses the idea of artificial electronic life than say, Magnimites line. It strengthens the type to be more than just "bioelectric monsters" into something that plays more into the core theme of Taijiri era Pokemon, how humanity and nature coexist. He might not be the most compelling Pokemon to own, but to fight he's super cool and acts as the literal embodiement of the move "explode".
