The white section on the pectoral fins balance out the spikes since they are both white features on Sharpedo that are depicted within the blue areas in the design. It begins to look very underdesigned because there is too much open blue areas in the design.
Plus, the spikes are complimented by its triangular shape by the scars, mouth and eyes. Mega Sharpedo was designed around the spikes, whether we like it or not, and obscuring it at all times defeats the purpose.
