Therefore the damage done was calculated by the attacking pokemon's special attack and the receiving pokemon's special defense. Gyrados is an infamous pokemon for having very high attack stat but low special attack stat. Waterfall is a physical move in Generation 4 so it is a great STAB for gyrados thanks to its attack stat unlike hydro pump which is not so good due to gyrados's special attack. The person in the image cap was ignorant of this and told OP to use waterfall when really in Gen 2 since the split never happened is just an inferior hydro pump. Hence the comical effect.
