I like to think of Normal-Type pokemons as normal people. Normal people would get their shit wrecked by professional wrestlers. But normal people most of the time don't believe in ghosts.
If a normal person tries to punch a rock or a steel-like thing, it won't do much. And normal punches dont hurt ghosts.
