I think it's a good design precisely because it's not a lazy ripoff and is actually something different. It's a good concept (shadowy creature that can't stand the sun and so wears a sheet, that also desires friends and thinks imitating another creature will help it socially) that has been executed well (the sheet it wears is a homemade Pikachu costume.)
In particular, the patchwork nature and details of the poorly made costume give it some character. All of the costume's coloring is clearly done with a marker, and it carries a stick that resembles Pikachu's tail. It's trying very hard, but still can't get its disguise to escape the uncanny valley of being obviously not a Pikachu. It's fairly clever as a Pokemon design that intentional uses artificial means to disguise itself.
The lore behind it is cute and sympathetic, which is why people like it. It's not a unique personality by any means (see Cubone) but it's fresh compared to a lot of the other Pokemon we've been getting lately. It's apparently a horrific monster that curses anyone that looks at it, so it's lonely and wants companionship. That shit's just cute.
Finally, Mimikyu is a celebration of Pokemon as a whole. Being revealed so close to the 20th anniversary and resembling the mascot of the franchise, this is the perfect time to introduce Mimikyu. It's every kid that dressed up as their favorite Pokemon for Halloween, helped along by its Ghost typing. The perfect spookymon.
