Unless the game explicitly states "no one went into the crater for a while after Heath" you have no proof it was abandoned for 60 years. The game's text implies that due to people not believing the book, they would be so inclined to venture back into Area Zero soon after the book came out to validify/disprove Heath's claims, not wait 60 years shrugging their shoulders when the route was already mapped out.
Of course you could argue that it took 60 years for people to call Heath a fraud, but just like you can't prove the crater was left alone for such a period of time, you also can't prove it took people 60 years to catch on to the idea that Heath lied.
That's the point of what I'm saying, there is no exact timeframe for these events, just that the book came out, people didn't believe it, people went back to the crater, then some 60 years later they find Tera Pokemon. Saying, with conviction, that the crater was empty for 60 years is taking your own personal interpretation as fact when there's just as much evidence for the contrary, understand?
