What if, the reason they're keeping Sobble and Grookey on hold for so long is because they want each starter to have their own respective Arc?
Right now their focusing on Scorbunny's arc. And they don't want the other 2 Starters to take away the focus from it.
Once Raboot becomes Cinderace and shows off it's G-Max Move, it'll take a backseat afterwards and they'll bring in another Galar Starter to focus on and it'll repeat the cycle until they bring in the remaining Galar Starter.
Does this plausible to anyone? Or am I just thinking too deeply into this?
