Apes, monkeys, chimpanzees, etc., while can express emotions similar to humans, is not visually similar whatsoever. They don't even have the same body type. Gardevoir, on the other hand, not only has more features that are similar to that of a lady(humanoid figure, dress/wedding dress for it's mega, hairstyle) but also display character traits of a lady as seen in Pokken and can even know Telepathy (a form of communication for pokemon to talk to humans in the anime). To equate Gardevoir to monkeys and apes is discrediting not only Gardevoir, but many Pokemon species to be honest. Pokemon aren't animals, they're monsters and whose to say that monsters can't resemble humans more than anything.
