>>18907931>>18908135Are you kidding me? G/S/C has its own story. The focus of the game itself is exploring Johto and its culture. Even certain NPCs tell you how different of a region Johto is.
Ruins of Alph and the Union Cave are amazing. Those two dungeons alone provide mystery and lore almost equivalent to the entirety of Kanto's lore.
You also have Violet City and Ecruteak City, both of which are steeped with history, myth and lore, even more so for the latter. What town in Kanto exactly had that sort of background? I only recall Lavender to be the one town with a back story, and possibly Fuchsia City. The rest are mostly just bustling metropoles.
Even Johto's many routes have their own lore--Slowpoke Well, Ilex Forest, Whirl Islands, Lake of Rage and Dragon's Den. Speaking of Dragon's Den, Blackthorn City's lore was a nice introduction for dragon-trainers. How is that exactly empty again? Or did you just not bother with the details about those places? Sure, I'll admit, I was bummed out when most of Kanto was sealed off, but to say Johto was bare is pretty unreasonable.
