Ok, full details on battle tower as I understand them.
Not only do Candela, Blanche, and Spark all exist in equal measure in the source, but there's actually a second "gold" version of the encounters which include the legendaries their teams are based on, supposed to be much harder.
All of these are, by all appearances, perfectly functional and implemented in the same page, with one exception.
If you read the battle_tower_new.asm (source/data/battle_tower_new.asm) the function begins with "BTMonStructStart:"
However, "BTMonStructEnd:" appears literally two lines below this, in the middle of Candela's first team. Meaning if the encounter with Candela only includes the one mon, Torkoal, the appears between the start and stop, it means that the entire missing Tycoon fiasco is a typo. That or somehow the other tycoons are horribly broken in a way not obvious to me and crash the game and they were pulled out clumsily for debug purposes.
Either way, a field test is the next step.
