CSO Franco was born for greater things. He was fascinated by his homeland's history, and lamented as its towns decayed into ruins, its roads fell into disrepair, its cities stagnated, its population migrated to more prosperous regions, and its remaining citizens fell into a comfortable apathy. As a young man, he graduated valedictorian at Naranja Academy, excelling above a student body of mediocrity, and began his climb through the ranks of the Pokemon League shortly after. During his time working for the League, he helped engineer the Zero Gate above the Great Crater, and created the security system that kept curious trainers away. As research into the Terastal phenomenon hit a standstill, Franco retired from the League, and began working for the international conglomerate, Macro Cosmos, where he was responsible for protecting the company's many, many business ventures.
There he remained for the next ten years, until one fateful day when Macro Cosmos media began to circulate the story of an undiscovered Pokemon being recorded in a livestreamed battle in Paldea. Franco returned home, and learned that in his absence, a trio of academy students had entered Area Zero and discovered Pokemon never before seen. Using his old security clearance, Franco entered the crater himself, and found the Paradox Pokemon within.
Now, Franco uses his position at Macro Cosmos to smuggle Paradox Pokemon across the world, selling them to the highest bidders. With these funds, Franco plans to one day acquire control of his homeland, and rebuild it in his own glorious image.
Franco has wealth, power, and prestige. He is on the cusp of having everything he ever wanted. So why isn't he happy?
