Technically, when you're writing about sex, you have to express more feeling on the beings of the characters because sex only really works if there's characterization.
Sure, you could try and build a plot off of sex

sex on a beach or in water or on a clifftop dressed in a bunny suit with crouchless panties, but that's really only appealing to half people who need specific niches and fetishs for that stuff. Like you could say, "she wore stockings and gave a hell of a footjob", but that would only appeal to a certain audience if there's no feeling behind it but it's especially well written. That's one of the major mistakes I regularly make when I wrotewrite smut, is that I didn't establish enough bonds between characters to make it seem like they really enjoyed each other or hated each other and instead relied on kinky situationsgrass pokemon and their tentacles/vines to drive the story, when in reality, there was nothing there but the kinky situation and when you dissected the story, there was no real reason they were having sex besides the soul purpose of having sex.
To put a relationship in perspective, you have to establish it and then give a reason why people are fucking.
