Isn't he's just a guy who catches birds, loves birds and dreams of birds?In my universe legendaries are FAR stronger than normal pokemon, and even minor ones like the birds can only be reasonably battled by top tier trainers. Axel only starts going after them after he's made a name for himself though several league victories.
And to that extent, the evil teams don't really exist because stuff like Kyogre/Groudon/Rayquaza and Dialga/Palkia/Giratina are calamities that should not be attempted to be awoken under any circumstances.
