They tried to replicate it by giving it its own movie ( can't remember much of it ) and made only accessible through events. But it was pretty clear they knew they didn't get the same golden goose by having some NPC in BW2 give out one and just ebing reduced to a normal wild pokemon in Gen 6 while Lucario continued to get special treatment.
It not being quite as good as Lucario in competitive pokemon also spelled its doom. At least right now Toxtricity is enjoy some fame and OU presence
