Nobody born in the culture that's being "appropriated" ever complains about it. It's always 2nd or 3rd generation immigrants that are mostly absorbed into American culture but are still desperately clinging on to the native culture of their grandparents, to the point where they get irrationally angry if they see anyone doing anything from that culture, like they don't deserve it or something.
People actually from that culture, however, don't care. Why? Because they see their own culture as just normal. If an actual Jamaican, for example, sees someone with dreadlocks, they aren't going to think "STOP APPROPRIATING ME REEEEEE", they're just going to think that person has a normal hairstyle.
