Have them always have high stats, but the hold item adds Steel type and gives them the signature abilities (have Pressure or something at base form.) It would give them a lot more options for hold items, and would especially benefit Zamazenta. His Hero of Many Battles form looks so much cooler, so it would be nice to have a reason to use it. I like the idea of Bash going off Defense too.
