The curated usage stats effectively give higher-ranked teams more "votes" and are intended as a way to weed out people who aren't taking the game seriously or have ineffective teams, meaning that - theoretically - the weighted stats are a better determination of actual usefulness and viability in the metagame.
However, regarding OU, there is one thing that hasn't been brought up in this thread yet: OU is a post-ban meta. That's not a direct comparison to TPDP, which has no bans. Ideally we'd want Anything Goes as a good comparison, but since very few people seem to take that tier seriously and the nonweighted vs. weighted stats are amazingly different, we will instead look to Ubers.
Ubers has only 9 Pokemon with over 10% usage in the unweighted statistics: compare this to OU's 16. Why is this?
Because of how much the top tier blows everyone else out of the water. Primal Groudon is on 40.9% of all teams. Xerneas is on 33.5%. Primal Kyogre is on 21.2%. Darkrai is on 19.4%. Arceus is at fifth place, with ONLY 17.3%.
If you thought Landorus-T was bad, just look at Primal Groudon. He's on two-fifths of all teams in the entire metagame. This is technically the best comparison to the TPDP stats there are: Ubers has no actual Pokemon bans except for Mega Rayquaza, and Anything Goes is - frankly - too volatile and full of people messing around.
