1) Good Mons come too late, either by placement or evolution (Johto, Unova)
2) Too much old and the new gets overshadowed (Kalos)
3) skewed to hard to a particular generation (Kalos, Alola)
4) Too small (Kanto)
5) Too large for the region (Kalos)
6) Poor type distribution (Sinnoh)
7) Some Mons are in too many places (Hoenn, Johto)
Etc. You get the idea
