Cynthia for example, a woman's worth as a slave is her appearance, you can't completely break Cynthia into a slave because that would damage the goods and would therefore be a waste of time/money.
The easiest way to make her comply would be to torture her pokemon whenever she disobeys. But what could you even do with a Cynthia slave, send her to work as a high class whore?
It all comes down to money. Any other reason is just torture porn and not anywhere close to reality, at that point just whip out the magic hentai drugs.
Money is why slavery vanished from the western world and has been outsourced to Asia/Africa, it just wasn't profitably here anymore.
