Cyndaquil is picked more for the fact that Fire pokemon are pretty damn niche in Johto. Totodile, while picked, compete with a bunch of good water types in the pokedex that you probably want to add and Chikorita isn't good, let alone unique since you can just catch a Bellsprout and actually do well. There are other good Grass pokemon, despite the type overall not being used.
To me nothing about this trio feels exciting, special, like the Kanto or Hoenn starters do. But I really want to actually get excited for them because Johto games are amazing.
