>>53807351I'm pretty sure the more likely culprit is the 66th episode of the Black and White anime, which featured Bouffalant as the 'mon of the week and had everyone (Pokemon included) wear afro wigs so as to not be attacked by them. It also included a scene where Iris gets electrocuted by one and ends up getting a sort of afro hairstyle. Ironically, I had never actually seen this episode until after I had developed my interest in afros.
