Since you mentioned execution, i do think the problem lies there. Let's pick our Spy Chameleon theme. Sincerely, out of all the fanart examples, i wasn't convinced any of them were particularly good, and guess what, Inteleon didn't deliver for me.
I think the execution sometimes might not be realistically effective no matter what, ending in some ideas better of as just ideas. If i had to choose between a dubious, daring theme and a safe yet boring animal like design, i'd take the one with less odds of disaster.
