Ice is good offensively but pretty much every Water type and their grandmother can learn Ice Beam or Blizzard which makes it hard for Ices to stand out even with STAB.
Other ideas I had but I'm not 100% sure about:

Ice attacks would melt on contact with the warmer bodied Water types and Water attacks would freeze on contact with the chilly Ice types. I'm not 100% about this one because while Water is strong, it's not really THAT strong offensively so I don't think it would do much in the grand scheme of things, especially when something like Scald would probably be turned into a reverse-Freeze Dry to combat it.

If they were to rebalance Ice, I think it'd be best if it was just one single small buff instead of anything drastic because usually when drastic type chart changes happen, the benefactors become pretty overbearing (see Steel and Fairy). Something like removing multiple weaknesses or adding new super effectives just seem like they'd be overkill, especially when Ice is already pretty good offensively. I dig
