I suggest contacting Showdown devs and/or rom hackers to get a feel for how you can set things in motion on the programming side. THOUGHEVER I think it would be a great idea to make another thread here once you’re making up sets for the Pokémon, that way the whole board can contribute. I look forward to such a thread.
