I don't know if it should resist water, but I'm sure it shouldn't be SE against it like many others like to suggest.
After all, living near the ocean I know very well that the reason we have moderate temperatures here is because water is a poor heat conductor.
All moves (except IceBeam, since all fucking water types learn it) have their chance to freeze up to 30%.
However now the frozen status acts differently.
The first 2 turns the pokemon has a 20% chance to thaw.
The third turn the pokemon has a 40%.
From the fourth turn on it has a 75/80% chance to thaw.
Hail now raises the Defense of Ice types by 50%. There's always someone saying that it should also do damage based on type but I'm not sure about that.
And why not a new weather condition; Snow storm (5 turns).
It doesn't cause damage.
All pokemon except Ice types get their speed decreased by 1 stage while it's snowing and Ice types have their SpAtk multiplied by 1.3

It would also make sense to Grass types to recover a portion of their HP on the rain.
And for Rock, as it's the other one of the three types GF hates, probably give them moves with better accuracy and a resistance to Ice since they should be used to a cold ambient in the depths of the caves they usually inhabit.
And make Gigalith special, for god's sake.
