Gens 1 and 2 are supposed to be classic RPGs where you actually, you know, role play. You make your own adventure. The game gives you a huge world to explore, and it doesn’t hold your hand. You decide where you go next. The “plot elements” that were left ambiguous (like Giovanni’s whereabouts or Red’s motivation for being at Mt. Silver) are supposed to be filled in by the player’s imagination. Funny how one of the biggest complaints people have about newer Pokémon games is the hand-holding and babby-tier difficulty that makes you feel like you’re just playing one long cutscene. Gens 1 and 2 aren’t exactly what I would call “difficult,” but they are challenging kids games that require problem solving and exploration to complete. Keep in mind that they were made in he pre-Internet era where kids could only get help by collaborating with other kids or buying players guides.
