All of these on top of the fact that this is vs Emboar rather than Pignite, which is what he is actually competing with for a long time. It isn't as versatile as Emboar offensively but it doesn't really need to be. Once you get Surf, it gets Rock Slide, and Fighting+Rock is resisted only by Golurk.

Jellicent is slower, less physically bulky than Samurott, and has a less versatile moveset along with significantly worse offenses. It is not "definitely better" at all(in the league, it is in fact worse as it is weak to to Ghost and Dark). It also only arrives after the 6th gym because you need Surf.
I do want to bring up the early Simipour you can get as an underrated Water-type in BW1. It can early-evolve at L22 and packs a massively powerful Scald that no other Water-type can come close to matching for a good long while. It might not be the best lategame mon, but it is actually really good overall.
