Sure its one of the better offensive types but how many people actually run an Ice Type pokemon and not just the move like Ice Beam? Not that many, only notable ones would be Mamoswine or Cloyster.
With Grass, nobody really runs the moves but the type itself, but the main thing it has going for it is that it actually has resistances not just to itself.
Both are still fucked by Fire moves which are pretty common, though.
