USUM is worse at higher res, for the exact reason of its weird bloom system - it doesn't scale up properly and blurs the objects, everything ends up looking like you're seeing double. It's not that bad in daylight, but at nighttime, it becomes borderline unplayable. And textures are an issue too - it's kinda like the 3Dfx era PC gaming, you can make them look either smooth and blurry, or sharp and pixelated.
