This doesn't even hold true in the games, Piers is canonically able to hold his own against Raihan (who in turn rivals Leon) without using D-Max, and it's outright implied that if Piers did use it he'd usurp Raihan and possibly be able to go toe to toe with Leon. No matter which way you look at it, this line of reasoning is bunk.
